Instances Scheduler

This bot acts upon compute instances (eg: AWS EC2) selected to run according to a schedule. Specifically, it stops the instances across one or more clouds and resource groups at 7pm EST (12am UTC) Monday through Friday and starts them at 5am EST (10am UTC) Monday through Friday.
